HELP - Glitchy notification shade after oreo update

My phone is all of 2 months old. Everything was glorious and awesome -- then came Oreo. I updated excitedly and now I have the most aggravating issue.

When my screen is locked and I get a notification, I unlock the screen, pull down the shade and the shade comes down only slightly and gets "stuck", I can sit there and watch it, and after about 5-10 seconds, it "catches up" and then shows me my notifications.

It appears to happen most often with the new "dynamic" coloured notifications (like with youtube and spotify) but can happen all the time.

I DO NOT WANT TO FACTORY RESET. I understand you will all tell me to do this, but I find it really unacceptable that I need to go through this step. I want my phone to work properly and not have to set up everything meticulousness again.

I've tried so many different things, disabling and enabling different features and options and still it occurs.

Does anyone have an idea?

I've wiped cache, I've reset app settings...I know there are others having the issue on reddit, but I wanted to check if anyone here found a solution..?

But dude, you said it yourself....you have done everything else. FDR is pretty much all that is left....

this is why this will be my last android device after ten previously happy years. I'm tired of having forced updates or having to root to keep google/samsung from messing up my devices. I'm done. business owner here and need my devices to work without FR or root now. root is great, but would just prefer not to anymore and so over sammy's forced carp. I gave it a shot without root, but no thanks.
 
Already replied in another thread about this but ill copy it here so you can see:

I am experiencing a similar issue, I have tried both clearing my cache and a factory reset to no avail.

For now I have the do not disturb setting on my quick settings, enabling or disabling it seems to reset the notification shade without having to lock and unlock the phone

Hopefully sammy sees this and can patch it easily...
