You can flash a recovery using the file Whyzor posted. What it does is run a script in recovery that will execute the commands. All your doing is over-writing the current recovery.

okay SO NOW WHEN I TURN it on it stay something about reading CACHE AND THEN IT GOES TO AN LG LOGO WITH WWW.LGMOBILE.COM AT THE BOTTOM NOW WHAT?

You have to be more descriptive about what you did so we know at which step you're at to help you. The lg.com logo is what's shown when a normal custom ROM is booting up.

Does it stay there indefinitely? I am assuming that it does. Can you boot into recovery and see whether you have xionia now? You should have xionia now. If so then you can flash one of the stock ROMs, like Harmonia, by putting the file on the root of your sd card and then flashing the ROM from recovery. Just follow the steps from the thread for that ROM. You can also flash any other ROM for Optimus V that works for xionia.

its just state on there this IS EXACTKY HOW IR BOOTED UP:

LG LOGO (WITHOUT LGMOBILE.COM)

THEN IT GOES TO A SCREEN WITH THE FOLLOWING
ANDROID SYSTEM RECOVERY...

DO NOT PULL OUT BATTERY!!!

FORMATTING DATA. ..

FACTORY RESET...

REBBOOTING...

THEN IT GOES TO THE SAME LOGO BEFORE

I am stumped...sorry. If it does this when you try to boot into recovery without you pressing any buttons then I have no clue what you can do.

Pull the battery out wait 5 minutes.

Put battery back in. DONT TOUCH POWER YET.

Hold down the volume down, home and push power.
Keep them held down until you see the LG screen flash on and then off.
Release the buttons.

This should put you in custom recovery.
Plug your phone into the computer with the usb cable
Using the volume buttons to go up and down to mounts and stoarage select it with the camera button.
Go down to mount sdcard using the camera button select that.

You should now see a pop-up on your computer asking what to do do with the new drive.
Select view folder.

Now download this file.
Xionia_CWMA_12518.4_VM_Recovery.zip

Once you get it downloaded DO NOT UNZIP IT.
Copy it to the root of your sdcard.
No back on the phone select unmount sdcard.

Use the back key to go back to the main screen, on it you should see a option to flash zip from sdcard.
Select it, then choose zip from sdcard choose that.
It will open your sdcard up, scroll down until you see the zip you downloaded and transfered to you sdcard.

Select it. You will be prompted with are you really sure. Select yes.

Go to the main menu again. Scroll to advanced then select reboot recovery.
It should reboot to the new recovery.

In the xionna recovery there is a option to fix bootloop. Select that and wait till its done. then reboot your phone.

so what WILL THAT DO?

You know its the code of ethics of a troll to admit when asked...

So are you trolling us?
Or are you this ret@rded?
Honestly even before I took the time to make that post I thought you were a troll based on your typing.

With a response like that your not going to be getting anymore help. The majority of users here are very helpful and friendly and should be treated with respect.
