help needed

Hi please can anyone advise / help ?.i purchased a quad core mobile phone from china it is loaded with Android jelly bean 4.2 ?..but I cannot get Google + to load from the play store ?.it shows an error saying this ?device is incompatible with this app please contact your manufacture ? yet Google play store will allow me to download apps from the site , but the apps do not run correctly
I have contacted the china supplier who apologised and advised to get it fixed local and they will cover the cost ?..i have contacted 2 shops that are not willing to repair it because it is a Chinese phone
So please can some one answer me these questions
1: is it possible to have the firmware re flashed to get a working Android 4.2 platform
2: is it possible to do this in this country
3: can anyone point me to someone who can do this? Or help me get it done
