Help S2 is bugging out

I unplugged my phone this morning and after 4 hours I noticed my battery % was not going down so I did A reboot and it won't turn back on unless I plug it in then out will boot, it just keeps flashing A battery symbol in the middle of the screen. If I hold down the power button A warning screen pops up with an Android guy and says its downloading OS any one have A clue

Well, I'm far from an expert but, I would suggest you turn the phone off, unplug it and remove the battery. Leave it like that for as long as you can, maybe at least an hour. Then, put the battery back in and turn it on. I recall some time ago that this worked to clear up some weird problems someone else was having that sounded similar to your issue. I sure hope this works for you.
