Help this is confusing...Disabled by Administrator, Encryption Policy, or Credential storage

So i read on some post about how phones being Encrypted to Decrypted I am trying to find out how you Decrypted it I try doing it but no luck.. I keep on still seeing "Disabled by Administrator, Encryption Policy, or Credential storage." This is a nightmare from hell sort of thing.. I have a ZTE Prelude phone and I been trying to act like a pro and figure how to do these kinds of things, but far no luck >.<!! Please help me on what to do I am running out of ideas on what to do.

I am the owner of this phone and I am solely owner of this phone but I still have no idea what the heck I am doing.. I did an Factory Restore to kill some MB and ran into this situation.. Any help or tips will be gladly appreciated..

I just helped myself and just did everything from Factory Restore.. Thanks everyone that looked at this post..
