Help.Unlcoked Turbo 2 upgrade from android 5.11 to android 6.0 can not make phone call.

Once it restart it only give your 5 mins you can make a phone call.
After 5 mins, you can't make phone call anymore, and shows:
restricted access changed, voice service is blocked.

what can I do?

I would call 611 technical support and have them look at the settings on there end
