Help with camera! Continuous shooting not working right!

So I have used the continuous shooting plenty of times. Today I took my kids to the park. I'm going to use continuing shooting. I can hold the shutter button down for 10 seconds and you can hear it take plenty of pictures. But when I go to check the pictures it only took 3. WTH! I made sure under the settings that I have 20 frames limit off. It kept doing this. So I went into the camera app. Force stopped it, and try again. It started working normally for 1 time. And I tried again and it did the same thing. Does anybody else have this problem. I can hold down the shutter button and take numerous pictures you can hear it. When I go to check them it only takes about 3 or 4. Max. No matter how long I hold the button down. Anybody else with similar issues? I really want to avoid a factory reset. Thanks! I also restarted the phone with the same outcome.

Are you seeing the little stack of pictures when you look in the gallery and touch your continuous shoot photo set.
Lower left hand corner of the screen.

Do you have best shot selection checked? This option chooses the bes one (somehow) and tosses the others away.

It will stack up. But when I tap on it it always shows only 3 or 4 that it took. Even though I know it took a lot more. It should be taking about 15 pictures at least
