Help with Google +

I just installed Google + and I am having problems finding contacts to add to my Google circle. It will come up with some of my contacts but not all. When i click search and type in a name from my contact list it shows everybody in the world with that name. I have been able to add 2 people to my family circle but when I go into it and click on add people it says "You aren't connected to anyone. Try adding some people to your circle". Is there a way to add from your contact list on your phone.

As far as i am aware, anybody that you want to add to your circles in Google+, have to be a member of Google+ already to do so. At least from my photon thats how it is.
