help with making folders

After you create a folder and then name it, next you click on the plus to add your apps. Once you put in all your apps and close it. It's now created in your app drawer. I then move the folder to my page. If I go to the folder again to add another app the only option I have is to change the background color not another app. The only way you can do it now is to drag and drop. Does anyone have the same problem? Thank you

It depends on which launcher you're using and, if it's TouchWiz, which version of Android you're running. With Nova Launcher, I can add and delete apps from a folder all I like.
