Help with mobile data issue.

Why is it when I restrict background data on apps it keeps using data in the background to notify me of messages/email/etc?
When I had an iPhone and did this there was no issues.
 
Have you checked the settings for those apps in Settings>Apps? Select an app, then Mobile Data & Wi-Fi, and see if Background Data is toggled on there. Also, see if Unrestricted Data Usage is toggled on as well.

Are you using the Data Saver option in the system settings?

Not using data saver but all the options have been set in background.
 
I've often wondered if Restrict Background Data means a total block of any background data usage, or just a severe limitation of background data (i.e., it will still allow very basic and essential data usage). Can you compare the mobile data usage in the Settings>Data Usage​ menu between when you have Restrict Background Data turned on vs when it's turned off?

Can try that.

For those apps that you don't want to use data in the background you can just turn off the data usage. See screenshot. I don't have any set that what so I can't say for certain if the app will resume using data when you open the app to use.
