Hi, how can I create an audio changer app? (I mean an audio reverser app)

I searched a lot but I can't find a answer for how to create this kind of android apps?

Read the file from end to beginning and play the audio. On the fly? I doubt that it can be done - you don't have the end audio when the audio stream or input starts.
