Hide soft keys with out root

I notice that the soft keys sometimes take up screen real estate in most apps.
Chrome browser.. the bottom row where soft keys ..the browser page doesn't extend to full length of screen,

However on the Google Now Cards page.. the Full screen is used..
When playing video in full screen some times those soft keys auto hide..

is there a setting to change this..so the the contents on browser and other apps utilize the entire screen?
 
Without root, no. It is up to the developer of each app to implement full screen mode.
 
Do you notice the same thing on Chrome?where the bottom of screen is just the soft keys and the browser does not use the entire screen?
 
I am using an app called power toggles which has a immersive mode toggle. It is probably too buggy to use all the time (you can't use the keyboard when in immersive mode) but it does work and no root required. I use it to turn on immersive mode for the games that don't have it built in.

GMD Immersive will hide the navigation bar and the top bar without needing root.
