Does anyone have this issue?
It definitely happens after an app update but sometimes it happens just for no apparent reason.
I press the Home button and the home icons are redrawn.
I don't have any lag otherwise and run mostly just Google apps.
Never really noticed if the icons are redrawn, but I have sporadically seen my home screen do a slight flicker as though it's reloading itself. My guess is that it's probably due to a large batch of app background syncs occurring simultaneously. Or maybe it's Google Now doing something in the background. It hasn't seemed to negatively impact my N7's performance at all, which is really the most important factor.
I think it's possible that if android os requires the resources the launcher is using for whatever app you have in the foreground, that it will kill the launcher. Then the next time you hit the home button, it needs to reload it from scratch. Or I could just be making that up.

It randomly happens to me once in a while, the whole launcher refreshes and my widgets disappear for a second or so...
sometimes the launcher crashes and the whole thing has to reload..
stock launcher btw.
