How do you flash this, do you need to mount storage?

Save to SD card. Boot into recovery with bootstrapper. Choose install zip and select this zip and reboot.

Sorry...what exactly does this do and how to I remove it if I wanted to? Thanks!!!

It replaces the M Motorola logo when you turn the phone on. If you wanted the stock M back you can flash the stock M logo.
