Honor 5X Tethering

I can't turn on hotspot on my Honor 5X. I am on Cricket/ATT. I also have a Moto G 3 and tethering works fine using the same sim card. What is the point in buying a phone that is suppose to be carrier unlocked if I can't be able to use all its features? I was happy with the Honor 5X and now I'm disappointed. I should be able to tether without any rooting.
Can someone explain this, please. Why Honor 5X verifies tethering with the carrier if the phone is suppose to be carrier unlocked?

I can't add the hotspot because my phone plan doesn't allow it. I would have to pay $20 more to qualify to use the hotspot and another $10 to tether. Like I said in my previous post... My Moto G3 hotspot feature works but the Honor 5X does not and I switch the sim card between the two phones. I do not understand why the Honor 5X verifies with the carrier if I'm paying for the hotspot feature when the phone is suppose to be carrier free and unlocked.

I think the Moto G is actually the abnormal one, checking with the carrier is standard process, and if you're not paying for a hotspot plan, then it's probably not a good idea tonuse the hotspot feature, even if it works, as you may incur additional charges or even be banned.
