Horrible Data speeds even though full bars?

I was at Yankees stadium ( sponsor is AT&T lol) on Tuesday and had full bars of LTE and barely got a 1 MBPS download and maybe .5 upload with 178 Latency. On the other hand my friends iphone 5c had 4 bars and is on AT&T and got a solid 2-4 MPS download speed. Anyway Yankees are doing it on purpose? lol
