download root tether from market... and there are some roms that have native hotspot

Of course you gotta make sure you are rooted first though

Like stated above you must root and either use one of the root tether apps or flash custom rom. If you just need to tether every now&then i would think about just using easy tether or pdanet,they only allow use of tether over usb tho.
