Hotspot Feature? (GT 8.9 on AT&T)

Anyone know if the ATT version has a hotspot? I don't see the option for it.

I have not been able to find any way to do it. I have downloaded various widgets, etc that work on other devices and still have had no luck. Let me know if you figure out a way.
