yes Verizon can see all the data that goes through your cell phone. luckily they haven't bother us about it... so a good rule of thumb is as long as you are not going over 5GB of data for the month you should be just fine... don't stress over it.

From what I've heard, they can't really tell if it's actually being tethered or not though.. not really sure though.

For the average user I am pretty sure they can tell, if they want to. Most PC based browsers will send all sorts of information in clear text back to the server. Including OS, plug ins, screen resolution, etc. As SuperMarioVT said, if they want to find out why you are using so much data, they can figure out that you are tethering.
