How to share vpn connection with android hotspot to other devices ?

I'm not exactly sure what you mean here. That being said IF your phone has it's hotspot on AND it's running a VPN, your traffic even on connected devices SHOULD be protected/hidden by the VPN. No extra steps would be required.

for example:
Vpn connection for me is connect on smart phone, and is connect with hotspot to other devices , but no change IP is seen on other devices
Only change IP of the my phone is seen ?

You may have to run a VPN on each device. Many/most VPNs allow multiple devices, 5 is pretty common.

Yeah, same. And I also recently found out about new VPN called Surfshark VPN - it supports unlimited devices which is really cool.

Yeah they seem a tad too new for me to trust. They say they don't even support Android or mobile yet (just Chrome/Firefox).

AH ok, that appears to be some sort of Satellite receiver. In order to get a VPN (a different location) on it, you'll probably need to configure your router with a VPN. I am unable to search a good help page on that from my day job, they block any kind of site that has anything to do with using a VPN or Proxy server. Just google search "Using a VPN on a router"
