How can I block background data for removed apps ?

Welcome to Android Central! I assume you're seeing "Removed Apps" or "Uninstalled Apps" listed as having used data in the phone's data usage system settings menu, right? That's simply historical -- your removed apps aren't continuing to use background data, because they've been removed. If you wait until the next monthly data cycle, that should disappear.
