I left my tablet in a shopping cart, just called the store to see if it was turned in and no luck. I don't have "lost device locator" app installed on my tablet so is it even possible to locate?

Try Android Device Manager - locate your phone. No guarantees - if it's turned off, or not connected to the internet, you can't locate it.
