How can I fix an err_connection_refused that I am getting on my Samsung Galaxy S7 when I am on mobile data?

err_connection_refused on samsung galaxy s6 on work wifi only

I have a samsung galaxy S6 work phone. The phone has been encrypted and device policy added. My issue is, phone works, email works and texting, but I can not get on our work wi-fi. (Our helpdesk seems lost also and I've struggled for 2 weeks now trying to figure out why I can not connect to wi-fi at work, but I can at home). It has to be a simple security issue. I have already eaten through 70% of my data for the month "investigating". I set the phone up at work originally and over the weekend, I did a factory reset and set it up at home on my wi-fi. It did not make a difference at all.

Does anyone have any suggestions? If you could help me figure this out, you would be my new best friend! I am so frustrated at this point.

Just a guess, but putting encrypted data on the internet (even encrypted) is a security breach, so the phone might be set to not connect to wifi when it's being used in security mode. If IT comes up with something like that, and a way to get on wifi, but you lose access to secure data, they're not throwing marshmallow fluff at you - some IT people consider security the ultimate aim, usefulness of the device comes in about 5th. (They should have been hired as Devil's Island torturers, but there's always a BOFH somewhere.)
