How can I get my Gear 2 Neo S Voice synced to my Galaxy S4?

Gear 2 Neo S Voice on Galaxy S4

I just bought a Gear 2 Neo and connected it to my Samsung Galaxy S4. I tried to use S Voice on the watch, and it states that I do not have S Voice app downloaded on my mobile device. I double checked, and it is downloaded on my Galaxy S4. How do I get it to recognize this so I can use the app on the watch?

Try to do a factory data reset on both devices
