I have a HTC One M8 relocked and S-ON
I dont now how make it unlock and install recovery TWRP and the ROM.

Well, first you are going to have to unlock the bootloader. That will wipe your device completely, so back everything up. As for unlocking and getting S Off there are toolkits on XDA that should be able to help.
Have you checked there? Look under the forum for your device and carrier (sometimes the kits are different)
