During initial setup it should ask you which email accounts you wish to add.

I had bought it and the previous owner had factory reset it and it wont let me add another account

Then you need to return it or have them reset it while you are present. Don't let them input anything. Just get them to reset it. If they won't, get your money back.

Welcome to Android Central! rvbfan is correct -- what you're seeing is Factory Reset Protection, which is intended to discourage thieves from simply stealing a phone and doing a factory reset to make it their own. If the previous owner didn't do a proper factory reset (which requires entering their password), then any unauthorized factory reset will be met with a requirement to enter that password.
