How can I make Apps available?

Hi, I live in the US and I bought my Nexus 6p in the US. When I tried to download some Apps, I get the following message: "This Item isn't available in your country" even for apps that are usually used in the US. How can I solve it?

Welcome to Android Central! Does this happen on both wi-fi and mobile data? Are you using a VPN?

It happens in both cases.
I don't use VPN. I bought my cell phone in the US and it never visited outside the US.
I have tried to use VPN but it still didn't work.
From some reason, somewhere, it has been defined that my current country is Israel since the application that are on payment, the currency is ILS, and not $.
I checked my GMAIL settings but i couldn't find the definition if Israel any where.
Do you have any advice?
