How can i make Samsung Learning Hub and Samsung Suggest work?

I have bought Note 2 in India and Learning Hub and S Suggest used to work now after returning back to my County(East Africa) Learning Hub and S Suggest no longer works i get a message that it's not supported..please anyone can help me how can i make make those two apps supported so that i can continue using them.
