have tried bluetooth and plugging in with usb

Welcome to Android Central! Is your Chrome OS up to date? It should support MTP file transfer via USB. Make sure you're using the USB cable that came with your phone.

A couple of other options are to upload the video to Google+ Photos or Google Drive, or copy the video to the microSD card, then unmount and remove the card and insert it into the Chromebook's SD slot (using a fullsize SD adapter).
