How can I set monthly billing cycle?

I picked up an Honor 5x (actually Huawei GR5 if that matters), and can't figure out how to set the monthly billing cycle. Normally in Android it's right there under Data settings. So, I was able to set a data cap on this device, but since I can't figure out how to tell it when my billing cycle is much less useful. Running MM if that matters.

If so, I couldn't figure out how to get to it either. I installed an app called Any Cut and created the Data Usage shortcut.

Thanks. Glad it's just not me that couldn't find it - weird that this is missing, this has been in Android since at least jellybean (the first I used). Looking at play store it seems like there was an app called any cut that isn't there anymore, but there's one there now that's a dialer?
