How can I stop my mobile data from turning on by itself?

Mobile data turning on by itsself

I have a Samsung Galaxy S4 running Android 4.4.2 on the Verizon network - This is my first smartphone and I've had it for about a week. I've noticed several times that my mobile data seems to be automatically turning itself on. I will turn it off, and then look at my phone later only to find that it has turned itself back on. It seems to happen randomly with no noticeable pattern. I have a limited data plan and need to make sure that mobile data is off most of the time. Any suggestions?
