How can I stop Pop-UP, Gooogle process apps had stopped working?

how can I stop Pop-UP, Gooogle process apps had stopped working

For weeks now I started getting this pop-up. Can't get it to stop long enough to go to settings. Now I can power off the Nextbook device, but when I power on, it just spins and spins and won't connect-what can I do?

Reboot it thru power button n volume buttom. N go back to factory settings.
