How can i tell if my sim card was formatted for internal storage or portable storag

I got the phone from my sister in law and switched it to my carrier Metro PCS so I'm not sure what kind of storage I have.

A SIM card is not for storage, SIM stands for Subscriber Identity Module and is the chip that registers your phone to your account with your carrier.

What you want to look for is the microSD card.
 
If you did mean the SD card and not the SIM card, check your storage info. If you have an SD card inserted, it'll show that storage separate from internal. If it's formatted as adoptable storage, it'll show the combined storage amount as one.
