I have a Galaxy Note 2 my service is Verizon ,My power button stopped working and it shows that its charging I just need to find away to turn it on without the power button and spending a lot of money

Since it's off, there's nothing you can "run" to make it turn on - it would be almost like reviving a corpse. You need the power switch replaced - if it is, indeed, just the power button and not something more serious. (The battery can be charging even with 3/4 of the motherboard blown.) Replacing the switch isn't that expensive. Replacing the motherboard ... I'd look on Swappa for a replacement phone, it might be cheaper.
