how come i can't click accept on eula for my samsung galaxy tab 3 10.1 when i factory reset it?

I just replaced the screen on my samsung galaxy tab 3 and it worked just fine, i got it as a gift and wanted to wipe it clean so i went and factory reset it. but cannot get the tablet to allow me to click accept on the eula

Welcome to Android Central! Did you replace the screen yourself, or did you bring it to a repair shop? Was the touchscreen working fine after the screen was replaced, and then you factory reset it? Does the screen register any touch at all?
