How do I become an administrator on my used phone?

please help!

I just got the galaxy s4 active off the Internet and when I try to put a password on it says it was turned off by administrator, encryption policy or credentials storage and I went to clear my credentials and it won't let me and I don't know what to do please help

Contact the seller. You need the password. (Or you can boot into recovery and do a factory reset. If that doesn't clear it, boot into download mode and flash the ROM you can get from SamMobile Firmwares.)

Be careful - a seller that has the phone password-locked and doesn't send you the password with the phone (or unlocks it before shipping it) may wait until he has your money, then report the phone stolen. (Then he has your money and you have a nice nick-knack to put on a shelf.)
