Welcome to Android Central! The TV has to be Miracast-compatible. Check your TV model's compatibility here: Wi-Fi CERTIFIED Miracast | Wi-Fi Alliance.

If it isn't compatible, then you could try a Chromecast. At least some people have reported that the Cast Screen function works with Chromecast on a Moto E.
