How do I cast unresponsive broken screen to pc?

I broke my screen and it's unresponsive, it just flashes, I'd like to know if there is a way to cast the screen and through that control the phone on pc to backup files, andotp etc. I've seen a few programs that do this but they all need usb debugging enable and I'm unable to do this, is there a way around this?

The phone is Xioami Redmi Note 4, and as for the android, I'm not 100% sure but I believe it was nougat.

Unfortunately there is no way around this. Do you plan to have the device repaired? Typically there is no memory loss if the screen is repaired since replacing the screen shouldn't require a factory reset or memory wipe.

If you had auto backup enabled you shouldn't loose any pics or videos. It won't help for other data. To see what you have log into Google from any device and navigate to Google Photos, Google Drive and Google One and see what you have. Hopefully you'll find that you haven't lost much or anything.
