How do I create a notification on an LG G3 phone?

Hi all, I would like to put an Emergency Contact on the home page of my phone. have the phone password protected, so when I hit the power button I see what time my alarm is set, and how many new emails have arrived. Is the a way to create a notification that would always exist on the home page that I can add the text?

Adding an emergency contact is easy. Long press on your recents button, select "add apps and widgets" select the "direct dial" widget and drag it to the home screen. Not 100% sure what you require for the rest. Would you care to explain it in a little more detail. However, whatever it is, I'm sure it can be done
 
Thank you for your reply. What I would like to do is create a notification that always appears on the home screen when the phone is locked that I can add text to, saying something like if phone is found please call xxx xxxx
 
Settings_lock screen _contact info for lost phone. Enter your message and contact there.
 
My Lock Screen gives 3 choices.
Show all notifications
Hide sensitive Only
Hide all Notifications.,
There is no scrolling available
 
I'm not sure if it's the same in the G3 but in my phone you can change that message in settings - security - owner info. Worth a try.
