How do I enable my download manager on a samsung galaxy tablet model GT-P1000M?

I have a samsung galaxy tablet model GT-P1000M and I am unable to open the playstore it just tells me i have no connection. I have tried to locate the download manager to enable it but there is no enable option. Please help?

Welcome to Android Central! Are you sure Download Manager is Disabled? Is it in the Disabled list in the App Manager?

Are you able to connect successfully to the web via wi-fi for other activities, like browsing?
