Now send the package you
want to apply to the device with "adb sideload <filename>"

It also wont take charge at this point.

First thing you'll need to do is create an account set we can reply easily.

Next you'll need to tell us which model phone and which OS it is on.

Then tell us what, if anything you've done to the phone. From the description you posted, it sounds like you've been messing around with the operating system.

You're in the bootloader. The boot order is bootloader, that loads recovery, that loads Android. If you messed up the recovery, that would do it.

Try restarting again. (Unless you're about to sideload TWRP.) If it still doesn't get off that screen, see if there's a version of TWRP for your phone at https://twrp.me/Devices/. If there is, try

fastboot boot twrp<whatever the rest of the name is>.img

If that gets you into TWRP, you can back up your current Data (in Backup), - not the system or anything else, just the data - register here, and come back and tell us that you're ready for the next step. (If there's on available flashing a new ROM might be best.)
