How do I fix the error in Google Play Store?

Every time I open my Play Store it reads ' Error retrieving information from server. [RH-01]'. I think it's because my Google Contacts won't sync. But I can't clear data or force stop Contacts, Play Store and Download Manager. I can't reset my Google Account either. It's been like this for nearly four months. How do I fix this?
