How do I get rid of these pop-up ads?

I've had my Samsung S3 for a few years now and the past several months, I've been bombarded with ads from Google Play Store and other ads. Some of them are random websites that pop-up, suggesting that I have a virus and need to install a security app. I even reset my phone and installed all my regular apps, but the ads returned shortly after. I've even tried downloading Adblock and Lookout's Ad Network Detector, but they never helped any. Is there any way I could block these aps?
