No, I am just trying to clear out all the tabs that I have opened.

Welcome to Android Central! Which phone do you have, and what exactly are you doing to see these padlocked tabs? I suspect you have a Samsung phone, and you're looking at the App Overview, and the padlocked tabs are those apps that have been pinned or locked (to prevent them from being closed by the system).
