It's registered in my samsung account. The original purchaser has email receipts to Samsung. I have emailed receipts to Samsung. Gotten several different answers, just unlock my phone!

Unless an email receipt is cryptographically signed by Samsung, the receipt is trivial to forge, so it doesn't demonstrate anything about ownership. It's the same as taking the seller's word for it.

You say the phone's legality is "verified", but you don't say how. Are you referring to anything besides the receipt?
 
Get the seller to give you the password. It's the only (proper) way.

For everyone else reading this, never buy a phone from someone until you are able to verify that it doesn't have anything password lock. To do so, put in a sim with data plan, and set it up all the way with your accounts. Only when the phone accepts all of your account setups, then you hand over the money.
