How do I reset the background data settings on my LGl55c sliding phone?

Somehow, I managed to turn the background data off on my phone. But now I can't access the play store. All I can find online says to go to wireless&networks menu in the settings and look for data usage, hit a button, and "ta-da!" ... only it isn't in that menu on my phone. I can't find it anywhere I look. I'm hoping that I'm just looking for the wrong thing, or at help for the wrong kind of phone.

Welcome to Android Central! Are you sure you activated the Restrict Background Data function? Or did you turn off the mobile data radio completely?
