How to restrict kids to using device with Wifi Only

I turned the data off on my LG G 7 tablet to restrict my kids to using it only when connected to wifi. My 3 year old somehow managed to turn the data back on and my bill skyrocketed. Is there an app or parental lock to restrict kids from accessing either data/wifi or settings menu altogether? I tried to remove the device from my AT&T account but I'm under contract with the device and they won't let me out of it.

The most sure-fire method would be to remove the SIM card.

Effects? Well, depends on the phone. Some complain constantly about the missing SIM and won't let it be.. others don't care either way and all it takes is for you to toggle Airplane Mode and manually flip the WiFi back on.

But even without a SIM, your kid could dial 911 (which, by law, is allowed). You can disable certain apps (like the phone app) and some other stuff, but I would suggest you do what my buddy B.Diddy suggests and gets a good kid-friendly launcher with parental controls.
