What sort of phone are you sending to?

There are simple options, like email or Viber for any kind of phone.

Cloud options like Google+ or Dropbox also for any kind of phone.

If it is to a Samsung phone, there is Samsung Link.

Hi.
Open photo gallery.
Press on pic. To choose it.
Top of screen is a share icon. (Triangle like with dots.)
Options window will open with email, message etc.
Choose the one you want and send it to the address for that person.

If the other phone is NFC capable, enable NFC on both devices, touch devices together (back to back) and follow screen prompts.

Or good ole bluetooth. In addition to the ones above, you can also send pictures thru whatsapp, Facebook messenger, email, etc...

Surprised that nobody has mentioned SMS. Well, in this case, technically, it would be MMS. You'd only need to know the person's phone number.
