How do I setup a safe and monitorable email for my child?

I was looking to create an gmail account that I can see the emails in and out and even the hangouts.

Create the Google account. Setup any mail filters you want and enable spam filtering in Gmail online. Then add the account to your phone. You'll be able to see email, Hangouts, calendar - everything.

Agree. I've set up email addresses for both of my daughters and I have done the same thing. I can even see the hangout messages as they come and go because I get notifications on my phone.

Thanks for the response.

After I do all that, what I am wondering about is what can I do to keep them from going in and deleting the filters or forwards. Thus I don't get the emails, is there any way to do something like admin features that they can't edit.
