How do I stop getting redirected to a page that says i have 13 serious viruses

I have done everything i could find please help I have factory reset 2 times and has still been acting up it is only on 2 websites thou kissanime.com and watchnaruto.tv

I would try to backup any important data and do a factory data reset and don't install any apps and don't visit those sites.

Is there anyway to revisit the pages without it showing up

It may be an advertisement to install specific phone cleaning app or antivirus. Contact the admin of the website or check for virus in your phone.
